Controlling Member and Managing Partner, Neil Hoosier, is the founder, President, and Chief Executive Officer of NHA; he will serve as the NHA Corporate Executive and Managing Partner for the FEI-NHA Joint Venture. He concentrates on the strategic development of the company as well as new business ventures. Mr. Hoosier exemplifies the true essence of leadership, having over 15 years of extensive experience as a top tier chief executive, as well as over 15 additional years serving in senior directorial, managerial, and analytical roles while employed by Empire BCBS Medicare Services and CMS. A nationally renowned expert in federal government contracting and consulting, Mr. Hoosier has developed a wide-ranging knowledge base in MSP requirements, COB, business process management, and federal government regulations. Some of his accolades include management of the national transition and consolidation of 50 Medicare contractors to one national MSPRC; direction of the national transition of the claims crossover functions from individual Medicare contractors to one national contractor; and development of CMS ReMAS requirements used by Medicare contractors nationally. Mr. Hoosier received his degree in Business Administration from Queens Borough College.
Controlling Member, Jiao Gu, PhD, is the President and founder of FEI Systems; he will serve as the FEI Corporate Executive for the FEI-NHA Joint Venture. Dr. Gu has 20 years of experience in data modeling, business process modeling, system simulations, relational database design, expert system design, and knowledge base design for a variety of organizations and systems. Dr. Gu was the initial architect and project manager of the CORELAB System. He has also served as the Project Manager for REDS and REDS-II. Dr. Gu’s SAMHSA experience includes leading design and delivery efforts for the WITS and the Substance Abuse Information System and TRAC for CMHS, coordinating all personnel management. Dr. Gu holds a PhD in Industrial Engineering and a Masters degree in Industrial Management Engineering and Manufacturing.
Program Manager, David Castille, will serve as the Program Manager for the CIO-SP3 program. Mr. Castille is a PMP certified Chief Operations Officer for FEI Systems. He brings more than 25 years of program and project management to the CIO-SP3 PMO. Mr. Castille has led multiple engagements in task order environments. He currently oversees FEI’s work on IDIQs including SAMHSA, AHRQ, and the Navy Seaport-e. Mr. Castille has deep experience analyzing, designing, and implementing technology solutions for organizations. During his career, he has led small and large teams through all aspects of technology efforts including base-lining organizations, systems, and processes; developing gap analyses; and creating multi-year implementation roadmaps. He has implemented the Information Technology Infrastructure Library (ITIL) and CMMI best practices that improved internal operations and customer service. As Program Manager for CIO-SP3, Mr. Castille will be responsible for:
Operations Team, Pat Ambrose, will serve as the Operations Team Lead for the CIO-SP3 program. Ms. Ambrose, as the Senior Technical Advisor, supports both internal and external business operations and development with an emphasis on quality assurance, outreach and education, program release and change management, business analysis and requirements, testing, user documentation, and end-user help desk support services. Ms. Ambrose has 25 years of experience serving in such roles as senior analyst, systems architect, technical leader, project manager, Director of Professional Services, Commercial Healthcare Payer Solutions, and Government solutions. As a senior consultant, Ms. Ambrose has developed an extensive and well-rounded knowledge base of both day-to-day and executive level business requirements. Ms. Ambrose’s expertise includes that of IT management, systems requirements development, implementation and integration, and Medicare systems. Some of her many accolades include providing directorial operations support for MSPRC, and serving as lead systems analyst responsible for mandating data exchange between CMS and all Group Health Plan, Liability, No-Fault, and Workers’ Compensation insurers. Ms. Ambrose received her Bachelor of Science degree in Mathematics from Northern Michigan University, Marquette, Michigan.
Task Manager, Marci Cooke, will serve as the Task Manager for the CIO-SP3 program. Ms. Cooke, as a current as NHA Project Director, is responsible for managing the relationships with contract customers, teaming partners, and subcontractors in the arenas of business operations and software development. Her emphasis is on the change control process, including CCB; business analysis, release management and testing; and program help desk. Ms. Cooke has 10 years’ of professional experience with blue chip companies serving in a multitude of roles such as Service Manager, Solutions manager, IT Change Management Team Lead, IT Change and Configuration Manager, and IT Change and Project Manager. Ms. Cooke has developed an extensive and well-rounded knowledge base of both day-to-day and executive level business requirements. Ms. Cooke’s expertise includes IT and financial: change, problem, and project management; configuration management; team leadership, customer service, and account management. Some of her many accolades include establishing the new requirements process for deployment of IBM UK Limited’s internal application releases and software upgrades from inception to project completion; as well as chairing an internal JP Morgan Chase Senior Management Change Board responsible for addressing high profile/high risk change and change conflict.
Business Development Capture, Michael Hoosier, will serve on the Business Development Capture Team for the CIO-SP3 program. Mr. Hoosier is the Marketing Manager of NHA, responsible for researching, developing, implementing, and executing strategic marketing plans for NHA and its brand, in order to attract potential customers, retain existing ones, and encourage internal awareness. Mr. Hoosier, as both a manager and a part owner, has spent his three-year tenure at NHA focused on reinventing and modernizing the entire organizational marketing effort in order to both competitively meet the needs of the federal government, as well as expand the NHA presence throughout the entire sphere of the healthcare IT marketplace. Mr. Hoosier has participated in all areas and efforts of organizational business development, proposal writing management, and strategic growth. Mr. Hoosier has spent a total of six years conducting strategic planning and development; managing various systems and system implementations; and successfully leading both large scale operational infrastructure development efforts, as well as project specific and small group direct action efforts for both small business federal government contracting, and multimillion-dollar systems management within the Department of the Navy.
Business Development Capture, Chris White, will serve on the Business Development Capture Team for the CIO-SP3 Program. Mr. White is Vice President of Marketing for FEI. He has also managed several implementations of both the WITS and ATR systems in states and county government installations. His in-depth understanding of WITS has enabled him to establish and improve business processes for training, requirements analysis, project management, interface design, source code management, and quality control for those clients. Additionally, Mr. White’s background includes significant experience in research and research coordination having served those roles for the Stanford Psychiatry Neuroimaging Laboratory and the Johns Hopkins Medical School, both managing and performing all operations within an experiment lifecycle from conception to the publication of results.
Medical Director, Dr. Norbert Rainford, will serve as the Medical Director for the CIO-SP3 Program. Dr. Rainford’s core areas of proficiency are Medical review, policy development, and data analysis. He has experience researching and formulating Local Coverage Determination and developing coverage guidelines; providing input in some of Medicare’s National Coverage Determinations pertaining to cardiology; managing data analysis on Medicare service use and recommended appropriate actions; coordinating professional exchanges between Medicare and the practice community, as well as state and national professional societies. Some of his accolades include developing New York State Medicare Part A policies; and developing, administering, and interpreting Medicare Part B policies related to cardiovascular issues for both Medicare and private (corporate) lines of business. Dr. Rainford received his Bachelor of Arts degree from Columbia University, New York and his Doctorate of Medicine from New York University, School of Medicine. Dr. Rainford is a Diplomate of the American Board of Internal Medicine and the Sub-specialty Board of Cardiovascular Diseases. He is a Fellow of the American College of Physicians and the American College of Cardiology.
Deputy Program Manager, Stephen Evans, will serve as the Deputy Program Manager for the CIO-SP3 program. Mr. Evans is a PMP certified project management professional with a Master’s degree in Business Administration. He brings more than 25 years of experience managing high-profile business initiatives through the entire project lifecycle from inception through implementation. He has completed work for Department of Energy, Department of Homeland Security, US Army Medical Research Materiel Command, NIAID, and the VA. He is the FEI Program Director for the state-level Medicaid LTSS projects supporting multiple states. He has managed a full range of project resources including human, financial, software, and hardware. He provides a comprehensive application of project management, budget and cost management, supervisory control (both local and remote), technical product evaluation, and full life-cycle systems development; employing both traditional and non-traditional standards-based approaches to meet time-driven deliverables on specification. He has extensive client involvement supporting management of customer relationships, expectations, and requirements design.
Quality Control, Kim Angelakos, will serve as the Quality Control Officer for the CIO-SP3 Program. Ms. Angelakos, as the NHA Quality Assurance Officer, is responsible for the oversight, supervision, and coordination of the quality control team, with an emphasis on maintaining the quality standards of both operational and systems—requirements, design, testing, implementation, release management, policies, call center, and correspondence for multiple contractors. With over 15 years of experience serving in various roles such as a Lead Testing Engineer, Business Analyst, and Data Validation Analyst, Ms. Angelakos has developed an extensive and well-rounded knowledge base of quality control standards and their function both internally and externally within the organization. Ms. Angelakos expertise includes that of quality assurance; process redesign and change management; training; system enhancements and software testing; MSP and Section 111 Insurer Reporting; team leadership; and customer service. Some of her many accolades include leading a testing team through all phases of MSP Integration including user acceptance, regression, release implementation, and return to service testing. She also developed both a comprehensive training curriculum and standard operating procedures during the transition of Medicare Secondary Payer post-payment recovery to MSPRC.
Contracts Manager, David Holtzapple, will serve as the Contracts Manager for the CIO-SP3 Program. Mr. Holtzapple has seven years of cost analysis and pricing experience as FEI’s Business Proposal Team Leader. From both roles, he has a great depth of knowledge of bidding, contracting, monitoring, and reporting, through many contract types, with key NITAAC customers, including NIH, CMS, SAMHSA, USDA, and DoD. As the CIO-SP3 Contract Administrator, Alternate Program Manager, and e-GOS Representative for FEI, David has nearly four years of experience working directly on the wide range of elements of the contract, giving him a thorough understanding of the requirements and procedures, as well as the attributes and customer benefits of the vehicle.
Program Lead, Wendy Kerr, will serve as a Program Manager lead for the CIO-SP3 program. Ms. Kerr is a certified PMP with 25 years of professional experience in the Medicare industry built on a foundation of communication and personal motivation. She has held a variety of positions including Technical Advisor at CMS, Director of Payer Relations for Johns Hopkins Healthcare, and President of her own start-up company. Her skills range from operational policy development, technical writing, business analysis, project management, and Medicare policy and regulatory interpretation. She has experience in MSP and COB, Medicare Advantage marketing and enrollment, Medicare Advantage supplemental benefits, and Medicare Part D. Ms. Kerr received her Masters of Business Administration from Loyola University Maryland and is a certified PMP.
